What Is Actually Happening
A Leviathan carcass was found in contested waters with a Corsair Compact flag embedded in it — the kind of territorial claim that, if accepted, would force the Port Authority to respond formally and potentially trigger armed response from the Compact. Captain Blackwake did not plant that flag. He knows it wasn't his people. He does not know who did it, but he is running through the list of people with the access and the motive, and one of the names he keeps coming back to connects to Thread 2.
What It Looks Like From Outside
The Corsair Compact is being accused of an illegal territorial claim. The Port Authority is demanding a formal response. Blackwake's fleet is holding position outside harbor range while his representatives argue the flag's authenticity. Someone in the port is getting exactly the confrontation they wanted.

- A Compact representative at the Rendered Whale is asking discreet questions about the flag and who had access to Compact equipment.
- The Port Authority posts a notice offering payment for testimony about the carcass site.
