Thread 5 — Pirate Mobilization

The Corsair Flag

Someone planted a Compact flag to manufacture a confrontation. Blackwake knows. He doesn't know who.

The Compact flag on the carcass wasn't Blackwake's. Someone planted it to manufacture a confrontation. Blackwake knows. He doesn't know who.

What Is Actually Happening

A Leviathan carcass was found in contested waters with a Corsair Compact flag embedded in it — the kind of territorial claim that, if accepted, would force the Port Authority to respond formally and potentially trigger armed response from the Compact. Captain Blackwake did not plant that flag. He knows it wasn't his people. He does not know who did it, but he is running through the list of people with the access and the motive, and one of the names he keeps coming back to connects to Thread 2.

What It Looks Like From Outside

The Corsair Compact is being accused of an illegal territorial claim. The Port Authority is demanding a formal response. Blackwake's fleet is holding position outside harbor range while his representatives argue the flag's authenticity. Someone in the port is getting exactly the confrontation they wanted.

Entry Points

Four independent ways players can stumble into this thread.

  • A Compact representative at the Rendered Whale is asking discreet questions about the flag and who had access to Compact equipment.
  • The Port Authority posts a notice offering payment for testimony about the carcass site.
  • Blackwake sends a message to a player character he has been watching — he wants someone who isn't connected to either side.
  • Thread 1 cross-reference: the carcass site and the crew's last gravewater coordinate overlap.

Thread Connections

Thread 2 — The Consortium Squeeze
Vorn's independent agent had access to Compact flags and was in the area. Blackwake's investigation is closing on this connection.

The carcass site is near the gravewater coordinate the silenced crew surveyed.

DM Presentation Guide

Blackwake is not an obstacle or an ally. He is a captain who is afraid of something specific and building toward it. The Corsair Compact is not glorified piracy — it is a maritime organization with its own codes, its own economy, and its own politics. Play the Compact as a mirror of the port: same pressures, different law.
