The Ember-Inquisitor

The Ember-Inquisitor does not consider herself a villain. She is enforcing doctrine she believes in, using methods she was trained in, against people she has been classified as threats to civilizational stability. She has done this work for seventeen years. She is very good at it. She has stopped interrogating whether the classification system is accurate because interrogating the classification system would require interrogating everything else, and there is no time for that when the schedule does not pause.
Motivation
The Inquisitor's motivation is institutional: complete the circuit, assess flagged individuals, apply doctrine. She is not cruel for pleasure. She is efficient because efficiency is what the job requires.
Attitude Toward Players
Professional, thorough, and not susceptible to argument from moral authority. She has heard every argument. She has a response to each one that she believes. She is, however, susceptible to information — if players can demonstrate that her classification of a specific individual is factually incorrect under Church doctrine, she will pause.

The Ember-Inquisitor uses social pressure first, magical containment second, and direct combat only when containment has failed. She will not pursue a chase into areas outside her jurisdiction without authorization. She keeps records.
